NOTE: This position is a non benefited hourly part time position. Also, it is not budgeted to provide for City CalPERS contributions.  Candidates who are current or former CalPERS participants with money still on deposit will not be considered.

THE CITY:  San Clemente, incorporated in 1928, is a general law city operating under the Council-Manager form of government. The city is a popular southern Orange County beach community which enjoys a year-round moderate climate averaging 70 degrees and is centrally located between Los Angeles and San Diego. The city is 18.45 square miles in area and has a current population of approximately 65,500. The City has approximately 190 full-time employees.

POSITION DESCRIPTION: The City is seeking Head Pool lifeguards to work part-time at the Municipal Pool throughout the year. The Head Pool Lifeguard (WSI Certified) assists the Recreation Coordinator in the instruction and leading of Pool Lifeguards and Pool Lifeguard Instructors. The Head Pool Lifeguard plans and administers seasonal aquatics activities, assists in maintaining a safe environment, performs rescues and emergency medical treatment, and assists in the maintenance and operations of the facility and equipment. Eligible candidates will be required to successfully complete a physical assessment and oral interview in order to be considered for the position.

Minimum Qualifications & The Ideal Candidate
A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for this classification. A typical combination includes:Education and Experience:
The ideal candidate will have the equivalent to completion of the twelfth grade, supplemented by
specialized lifeguard training, and three seasons of responsible experience as a lifeguard and swim instructor. Experience as an American Red Cross Instructor, and college or university-level work in recreation, physical education, education, or a related field is desirable.

The ideal candidate will have knowledge of:

  • Lifeguarding, American Red Cross and First Aid principles and practices, and emergency
    response methods.
  • Policies and procedures established for the operation of an aquatics facility, and will be able to supervise the daily operations of the facility.
  • Lifeguard training techniques and will be able to instruct pool lifeguards in lifeguarding and swim teaching techniques.
  • Leadership principles to within the work group and clearly communicate City, pool, and safety regulations to City staff and the public while maintaining a friendly, helpful manner.
  • Record keeping methods and techniques, and will be able to prepare concise written reports and records.
  • Materials and equipment used to maintain the pool, and will be able to perform some facility maintenance and a variety of custodial functions around the pool area.


Applicants must possess at the time of applying a current:

  • Lifeguard Training Certificate, issued by the American Red Cross;
  • C.P.R. for the Professional Rescuer certificate, issued by the American Red Cross;
  • Water Safety Instructor Certificate, issued by the American Red Cross;

The below certification is required for the job, but not required at the time of applying.  New Hires who do not possess this certification at the time of applying must take the first available class after hire offered by the City of San Clemente:

  • First Aid Certificate that meets State of California Title 22 requirements or the incumbent must take the first class offered by the City of San Clemente.
Examples of Duties
Essential responsibilities and duties may include, but are not limited to, the following:Typical Duties:

  1. Supervise daily pool operations and maintain records of activities and operations
  2. Enforce facility policies, rules, and regulations and ensure adherence to safety standards
  3. Supervise the daily activities and swim teaching techniques of pool lifeguards
  4. Observe swimmers in the pool and the surrounding area
  5. Perform emergency rescues and lifesaving/First Aid techniques, including mouth-to-mask resuscitation
  6. Perform maintenance and a variety of custodial functions around the pool area
  7. Prepare financial, attendance, and program reports.
Supplemental Information


The Head Pool Lifeguard works primarily in a pool environment and must maintain the physical condition necessary for swimming, running, walking, crouching, crawling, or sitting for extended periods of time.

Application and selection procedure: All applicants must submit a completed City of San
Clemente application form and supplemental questionnaire in order to be considered. Applications will not be accepted by fax or email.  The supplemental questionnaire will be provided to applicants that get invited to the tryouts.

Applications must be submitted via the City’s web site at All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the position may consist of any combination of written, performance, or oral exams to evaluate the applicant’s skill, training, and experience.

Prior to employment, the prospective candidate must successfully complete a background review, medical examination, including drug screen, and be fingerprinted, all at City expense. If selected, written identification showing entitlement to legally work in the United States will be required.

In order to be considered for tryouts, applicants must be at least 16 years of age,
complete an online Application and bring the Supplemental Questionnaire provided for them, which must be completed and turned in with a live signature at the time the candidate is scheduled to tryout. Copies of all current, required certifications must be attached to the Supplemental Questionnaire in order for applicants to participate in the tryouts.

All applicants must complete the Required Supplemental Questionnaire form, which will be provided for them if they get invited to the tryouts.

TESTING PROCEDURE: Tryouts for the position will be held periodically at the San
Clemente Aquatics Center, at 987 Avenida Vista Hermosa, San Clemente, CA, 92673.
Qualified candidates will be notified if they are selected to participate in tryouts, and the date the tryouts will be held. During the tryouts, candidates must complete a variety of
swimming and life-saving skill assessments, some of which must be done within a prescribed timeperiod.  The most successful candidates will be invited for an interview, typically on the same day, and will be evaluated on the basis of education, training, and work experience. If candidates are invited to tryout, they should bring warm clothes, a swim suit, a towel, and clothes for the oral interview. If candidates have their own CPR mask, they should bring that also. Please note that only Pool Lifeguard or Pool Lifeguard/Instructor candidates will be permitted to attend the tryouts.

NOTE: Applicants under the age of 18 must have a parent or guardian sign the
Supplemental Questionnaire prior to participating in any tryouts. The form must be
brought to the tryouts. Anyone under the age of 18 that does not have the Questionnaire signed by a parent or guardian will not be allowed to participate in the tryouts.
